Claims that William Ladd was the author of A dissertation on a congress of nations, in reply to the assertion of Edson L. Whitney that the author was Thomas C. Upham. Includes 2-leaf TLS, 1928 Aug. 2, from Whitney to Mary Alice Matthews explaining that he believes neither Upham or Ladd was the author of the work.
